Effect
When the bound rune is created, you may right click or left click to transmute blocks, up to tier 3 (citation needed.).
Instructions
Hold the bound rune in your main hand with the block you wish to create in the hotbar slot directly to the right of the bound rune. Right click on a block to summon the hotbar block on top of the selected block, at the cost of energy. Left click to do the same, but replacing the block instead of placing on top.
