Effect
When the bound rune is created, you can right click with the slimeball in hand and you a source block of water will be created.
Instructions
Right click the rune with a slimeball, it will enchant the item and you can then right click blocks and water will be created. Be careful as sometimes the water can replace a block if you are clicking the wrong area, for best results right click the top of a block.
