Effect

When the bound rune is created, you can right click on the block with a piece of runic armor and the armor will be enchanted once, each piece of armor with the rune decreasing damage taken by a flat 15% at the cost of energy for every hit.

Right click the rune block with a runic armor piece, it will enchant the armor.
